Why does Adspert switch the ad rotation to conversions although I optimize for clicks?

In case that there are not enough conversion data in AdWords, Google uses this setting to determine which ad will likely generate the most conversions. Ads rotate to receive the maximal number of clicks and to gather more data. 

Adspert uses this setting to achieve the maximum number of clicks. For that reason, Google itself recommends to use this setting for click-optimization, because it assumes that one will optimize for conversions sooner or later.
